Well, the date says it right there! We assume that this Internet user believed that the occasion is observed on a different day every year.
Incidentally, when you consider the history of the independence of the United States, this netizen’s bewilderment is somewhat understandable. Britannica claims that Congress decided to declare America’s official separation from Great Britain on July 2, 1776, but that the proclamation was not ratified until July 4, two days later.
