Not Really a Tic-Tac-Toe Board

We appreciate a contemporary playground with interactive activities built right into the playthings so that little ones can enjoy them without any issues. However, it appears that the creators of this set have never really played the game.

Because if they had, they would have noticed immediately away that the third row is missing, which is something very significant! The tic tac toe game is supposed to consist of Xs and Os on a three-by-three grid that players can take turns crossing. But with only two rows on this board, how are we supposed to practice our tic tac toe techniques and tactics? It is practically impossible to play the game.
