To Fly or Not To Fly

People find signs to be very reliable for the basic information they are meant to pass across. However, when a sign isn’t straightforward it can be an issue. This sign at the park is one that has probably left many people perplexed.

One can’t be sure what the message is. Can people fly a kite or not is the main question here? Honestly, what if the person who took the photo really wanted to fly a kite? Anyways, we hope the people who put the sign up will reconsider making it a bit more straightforward.
