Stop and Search?

We can’t say there’s been a police chase because the photo only shows one cop car. But we’ve got five official-looking persons and a black truck in the background, so maybe there’s been a chase.

But a better guess would be that the police officers were called to the crime scene, and they brought the truck along to cart the would-be offenders away to the station. But what we’d really like to know is what these people did to deserve being lined up against the wall and searched. This doesn’t look like the offenders were brawling.
